Someone in the municipality of Stratford, London realized how taxing it is for a wheelchair user to ascend this hill in a single go. Thus, this resting place where wheelchair users can take a break has been installed midway:

I call it almost good design because I wish it were more attractive and better integrated into the surroundings. But I'm sure there were cost constraints, and I think the overall intention is good.

If you turn perpendicular to the hill, the wheelchair stops rolling. Also, brakes.
It can be a bit difficult to judge the scale from the photo, but it looks like this could also be a suitable seat for people who need a rest while walking up the hill.
