That is a good design. But you don't need to make the goggles before going underwater; you can fabricate them at any time by doing the hands and then blowing out some bubbles (he does sort of imply this toward the end of the video)
As a kid, I used to hug my arms around the surface of the water in front of me, creating a mini breakwater so the water would smooth out. This would have been easier for getting the water to settle, but you have to hold your breath. Trade-offs!
