I can think of a third use for the observation/suicide deck: selfie-taking deck. Recently, not far from my home in the Sacramento, CA area, a lady fell 60 ft. to a path below a closed-to-visitors pedestrian bridge, while taking a selfie. She survived, though with serious injuries.
