This startling-looking EV minivan concept is by Toyota. It's named Kayoibako, in reference to a type of configurable inter-facility shipping container used in Japan. In that spirit, the idea behind the concept is that it's a box "with an 'ultra-expandable' design that allows tailoring to suit different roles [and] can support a diverse range of applications."
There's no word on why the designers opted to occlude the windshield like that. I can't see any advantage.
The company sees the flexible design being configured as a delivery vehicle, a mobile shop, a camper, a tiny shuttle bus, and even a personal vehicle for wheelchair users.
No production plans have been announced.

The windshield is fine. Well, until it is raining, snowing, or sunny.

The front windshield: It's a Canoo thing.
