This Hybrid Dog Harness is by Seoul-based industrial design firm BKID. Designed for situations where your dog can be on- or off-leash, the retractable tether's handle can simply hang from your dog's back, when you don't need to handle him or her. I would've loved to have something like this, back when I used to bring my dogs to a public dog run. It eliminates the hassle of leashing and unleashing.

These run $60, but at press time their website was encountering difficulties.

Retractable leashes are only appropriate if you are tying the animal to keep it nearby in a safe and controlled outdoor environment. Walking a dog on a leash stretched out 20 feet in front of you is actually dangerous for the animal, regardless of how well behaved you think it is. Ideally, the dog should be walking by your side or close to it.
I agree with the previous commenter. The idea is great and I would buy it in an instant if there was a way to control the leash. I use a 25 foot long retractable lead for our dog and it's great, but it only works because I can lock it at any length.
I like the concept. Always been looking for a quick connect harness system for the situation described.
