Western visitors to the Kansai region of Japan might wonder what these are:
Called Inuyarai, it's a form of protective fencing made of bamboo, originally designed to prevent stray dogs from urinating on the walls of buildings. While stray dogs are no longer a problem, they're also handy for preventing rain splatter from the eaves soaking the building's foundation and sills, the latter being made of wood.
This is something New York City could use.

Not for dogs, for drunk men in the nightlife district. Told to me by the Japanese guide a few years ago. Less concerned about saving face apparently.
Another use is as an anti-bicycle parking device. In the last decade, Tokyo has become decidedly anti- bicycle parking. Their development of bicycle parking areas or garages can be lagging downtown. I’ve noticed higher end shops with traditional storefronts use them to discourage parking your bike out front. I regularly use a fancy garage for my bike & it’s reasonable but some other areas are quick to give you a bike parking ticket.
