I started out wanting to make fun of this thing, but realize that's my climate-controlled-workplace privilege. I'm lucky I don't work in torching conditions anymore; years ago I spent a summer working as a line cook, it was 130 degrees where I stood in front of the grill, and I'd have strapped four of these on if I had access.

I guess the idea is, the jacket provides a bubble of cool that's better than stripping down to a shirt.

I see them around Tokyo (usually the Makita version). I’m usually up by 5 am on my bike. I still admire their maintenance of infrastructure at night to keep the city moving in the day & working when it’s cool. They’re just packing up at 5am when the subways start running.
A little more utilitarian looking version is common to see worn by workers in the summer here in Hokkaido.
Makita makes this type of jacket. I believe they also have a hard hat fan.
This absolutely makes sense for work environments where you can't just take your shirt off. I'd love one of these for welding in the summer, or even built into a backpack to cool my back while hiking/cycling!
