  I don't see how this is much better than having 3 separate seats.  

  -No one is going to sit on the dowels so it's essentially a 1, 2 ro 3 seat bench.  

  -Benches typically allow for flexible seating but this kind of forces you into 1 of 3 seats. 

  -It's built by connecting 3 folding seats. No material is being saved by making it a bench.

  Yet another piece that seems so obvious in retrospect! There could be a little bit of odd sensations when another person sits down on it due to the nature of the frame and seat geometry, but still a good design imo.
