Consider the UX of getting acetone or similar onto a rag: You unscrew the vessel, cover the spout with the rag, briefly invert the vessel, then reorient it and re-cap it. That's fine if you're doing it once. But for those working in a shop environment where this is a regular task, a less demanding (and less dangerous) method is in order.
This method exists with this steel Plunger Can dispenser by Justrite, a manufacturer of industrial safety products.
You fill it with the solution of your choice. Plunging the top draws fluid up and into the dish, saturating your rag; the remainder then drains through the flame-arresting perforated pan and back down into the can.

The can comes in 1-pint, 1-quart, 2-quart and 1-gallon sizes. Two colors are offered, red or yellow, so you can have two units side-by-side with different solutions and be able to tell them apart. Great design (at least for this era; if these were around in the 1970s, boy do they look worryingly like ashtrays)!

I've always liked their products. Slightly steampunk, ultra functional aesthetic (& function). A coworker of mine lost his entire detached garage & vintage trucks to oily rags.
Doctors' offices had a smaller version of this years ago before packets of individual alcohol wipes became a thing. In fact, a search for "solvent pump dispenser" shows ads for both of these products.
