This water boil alert disc is designed for those with blindness or partial-sightedness, forgetfulness, or dementia.
It was created for situations when someone might start to boil something in a pot, then either forget about it or not be clearly able to see that it's boiling. The metal disc—no matter which way is up--has channels in it that capture the bubbles and cause it to move when water's boiling; thus it starts to rattle, providing an audible alert. A simple solution.
It's sold by the retail arm of the UK's Royal National Institute of Blind People, which distributes products for the partially-sighted and blind.

I remember seeing this same object sold as a way to prevent pots from boiling over when heating milk or anything that could bubble up.
