This self-sealing pour spout is by Cardboard Helicopter, an industrial design consultancy based in Cleveland.
"The one-of-a-kind ball-bearing device creates an air-tight seal for freshness. Many iterations were completed to perfect the form of the spout to allow liquid to flow smoothly from the drip-resistant spout when the bottle is tilted. A set of ribs allow the spout to fit most store bought and decorative bottles."
The spout is in production by home products company Jokari.

Problem is gunk that accumulates above the ball, either ending up in your food, or propping the ball open. Needs to be self-cleaning and self sealing. Or at least easily cleaned.
Pretty sure this is related to auto-pour caps on bottles in a bars. You should do a write up on those, they're fascinating in how they (probably) pour exactly one ounce/[X] milliliters.
