This Bill lamp, by French/British industrial designer Stefanie Kay, is a handsome, manually-adjustable lamp with an aesthetic that draws from a previous decade.
"Bill is inspired by the lights of the '70s. It is entirely made of ceramic."
"Its head is easy to rotate and enables the creation of both indirect ambient and a direct light beam."
"I chose colourful fabric electric cable as this is an integral part of the light."
"It is available in a variety of colours."
It's possible this is student work, done while Kay was an ID student at ECAL, but I haven't been able to confirm it. Either way it appears to be a concept and not in production. Which is a shame, as I believe this would sell well at a design shop.
